Possibilities...,

Bronchospasm
You may have acute bronchitis from either a viral or bacterial infection. You may also have bronchospasm contributing to this cough. See your doctor for diagnosis and treatment. You really need to quit smoking ASAP to decrease your airway inflammation. If this cough has been present for more than 3 weeks, chronic bronchitis needs to be ruled out as well. Treatment for all these is available.

Possible etiologies for your symptoms include bronchospasm from any cause, post-nasal drip, GERD or even a combination of these factors. Each of these has a different treatment so see your doctor for diagnosis and treatment. Avoid smoking to decrease airway inflammation which could worsen these symptoms! Congrats on quitting!

I have a chest cold & I'm coughing up phlegm, but I am also wheezing. Is this a cause for concern? I don't have a pcp, so I would have to go to the ER

My recommendation would be to see a doctor ASAP since coughing up blood never has a benign cause. On the other hand it would be helpful to know how long you have been ill, to whom you were exposed, whether you smoke, have fever, chills, nausea, shortness of breath, etc. Make a list of everything and take it with you to the doctor.

Most common cause of phlegm production is allergies. Consider drinking more water to thin the mucus, try OTC antihistamines and use nasal saline rinses. If symptoms persist, see and ENT doctor or allergist.

No.

Your thyroid is outside your windpipe and phlegm would be inside your airway. There are some scenarios where thyroid cancer could indirectly cause coughing up phlegm but these would all be exceedingly rare.
