Two possibilities: Either irritation from the pants rubbing on his skin or "jock itch" which is a fungal infection caused by the fungus, tinea cruris. It's not serious and is readily treatable with a combination cream which contains a steroid and an antifungal medication; one such med is Lotrisone (clotrimazole and betamethasone) cream (it's available in its generic also).
