No it isn't unless: Pregnant. Here are other reasons to be late. Reasons for missed/late periods: low body weight, obesity, marked weight ^ or v, over-exercise, endurance athletics, breast-feeding, ^ stress, illness, eating disorders (bulimia or anorexia), anovulatory cycle (no egg released), travel, hormone irregularities, drug use, meds (i.e., birth control) or medical problems. #1 reason is pregnancy.

Maybe: Plan B in general will alter some bleeding. Assume you're pregnant though and check a pregnancy test as plan b isn't as effective as you might think

No: It wouldn't affect the hormone production that goes into causing the period to start. But be careful, b/c condoms and the withdrawal method (even combines) aren't 100% effective at preventing pregnancy, so wait a few days, check a home pregnancy test if no period. Then see about getting on reliable birth control if you are going to be sexually active, to prevent any unintended pregnancy.

Birth control?: The two issues are probably unrelated. Most women are going to have intercourse when they do not have their period, so the timing is probably okay. But, the fact that you do not get your period is probably related to a lack of ovulation. This is worth getting checked out by an ob/gyn.

Cramps = Infection: You have a UTI: a urinary tract infection. These are the most common consequence of early sexual activity. The cramping is a sign of infection not a sign of pregnancy. This does not mean you did not get pregnant. If your period also does not start on time then you will need to do a pregnancy test as well.
