No: Soreness in your anus is irritation from the stool or too frequent of passing of stool.
Try applying some vitamin a & d ointment, neosporin cream and take tylenol (acetaminophen) for pain.
Ibs/ irritable bowel syndrome would present with alternating diarrhea and constipation accompanied by abdominal cramping, nausea, etc. And ibs is diagnosed after all other diagnoses are ruled out.

IBS: Is a Diagnosis "of exclusion" which means it is made only when other more potentially serious conditions are ruled out with appropriate testing (ranging from simple blood tests to endoscopic exam)

May be diet related: You did not mention whether you're passing stool or not, or if you're constipated with gas. It sounds like the latter. However if you're producing that much gas, and are bloated, then you have to look at food allergies to possibly gluten, gliadase, corn, soy, dairy, or something else you're eating that might be causing this.
