Not really known: Hydroquinone topically is considered category c with some animal studies showing adverse fetal effects -human potential effects unknown. It is banned in europe, australia and parts of asia due to data from studies that linked high doses of hydroquinone to cancer in mice. In 2006 the fda issued a 4 month ban to review data and then allowed for it's use to treat melisma. Yes, but be careful: Unfortunately it is not that easy getting rid of freckles, a genetic trait that is intensified by sun exposure. Some have freckle-like areas on their private as well and the otc bleaching cream such lustra (hydroquinone) may help. Chemical peels/laser treatments are more effective but often costly.
