Sometimes contact dermatitis involved with contact with allergens such as nickel can cause peeling skin, as can hand eczema, vitamin deficiencies, and other skin conditions. Don't use cologne!: The cause could be a lot of things - a fungal infection commonly known as jock itch is a likely cause. No one can tell you without seeing it however. Whatever the cause, cologne is only going to make it worse however. It will dry it out and irritate it more. Wash with mild soap and water.
