Clarify question: Do you mean that she is congested, or that she had a study ( CT scan or MRI ) that showed " fluid in the sinus" (infants really don't have much in the way of sinuses anyway)? If congested for less than ten days, it is most likely just a cold, and there is nothing to do other than saline & suction nose if difficulty feeding ( too much can irritate). As you note - sinus: Sinus is the likely culprit. Fortunately you are getting an excellent level of oxygen. Also, good for you that you don't smoke. Again - your already known sinus condition is the probable cause and allergies definitely make it worse yet. Successful treatment for that is not always possible, but you might get opinions. They also have a cycle of breathing called periodic breathing where they breathe very fast then slow it down and can have an interval of up to 10-15 seconds of "holding their breath" then it starts over.
