No way to know w/out: exam. Generally, hair doesn't irritate skin because it is actually a product of skin. It would be an irritant if you had ingrown hairs, and then on top of that, inflammation or infection of the follicles. Neck pain : Try ice or rotate it with warm compresses 20 mins every hour. This could be a nerve ping enemy pain. You may want to see your family doctor to make sure it is not muscle pain. Painful rash: If it's just on one side, i'd worry this was shingles and would encourage you to get someone to start treatment right away. If it's on both sides, it could be an allergic reaction to something that got on your skin.
