Whenever I hear the word "burning, " I think of an issue with a nerve. There is something called tarsal tunnel syndrome, which is like carpal tunnel in the hand, but in the foot. The posterior tibial nerve, which runs just behind the inside of the ankle, gets compressed between bone and a ligament, which can cause all sorts of problems, most notably pain anywhere on the bottom of the foot (and arch) as well as burning, numbness and other weird sensations.
I recommend you see a podiatrist or orthopedic surgeon and have this looked into. This is not something that shows up on an x-ray, but an x-ray is a good idea, just to make sure nothing else is wrong. Sometimes, tarsal tunnel syndrome can result from a bone spur pressing up against a nerve too.
There are both conservative and surgical approaches to this.
