Assuming these symptoms are chronic & not an acute viral illness or related to trauma, a general medical exam is needed to rule out systemic disorders & autoimmune disease. Possibly: Anatomically the arms receive their control of sensation from the neck. Nerves that are irritated at the level of the neck often only result in pain traveling into one arm and not both.
