She has a flat bumpy rash on one cheek that is spreading to the neck and forehead, no fever, cough, or any other symptoms. Benadryl (diphenhydramine) was no help.

Umm, hard to say.: Skin rashes are most difficult to diagnose without actually examining them. Where is it? Is it crusted? Is it spreading rapidly? Are there satellite lesions? What creams have you already tried? Heat and irritant rashes are common. Perhaps it would be wiser to have your pediatrician or dermatologist examine this.
