Shave down not up: Shaving bumps happen from scraping off superficial bits of skin and bacteria getting in there. Most of the hair on your face grows in a downward direction, if you shave upward (which is what you see on TV on shaving commercials) it gouges your face, scraping off skin. Folliculitis: While shaving pubic and arm pit hair is certainly fine you must take certain precautions. Shaving on dry skin is going to cause alot of irritation to the skin and hair follicles. It sounds like you have given yourself a mild case of folliculitis. Most cases will resolve on their own with skin moisturizer. If not then schedule a visit to make sure there is no infection. See dermatologist: What you describe is post-inflammatory hyperpigmentation (pih), a frequently encountered problem particularly in darker pigmented individuals including african americans or asians. Pih occurs as a result of inflammation to skin. Acne, folliculitis secondary to shaving, bug bites etc. All can lead to inflammation and pih. Pih can take a long time to fade. Stick with soothing: My guess is that the acne pads wouldn't work as well. It seems that shea butter and tea tree oil are the ingredients that contribute to soothing the hair follicles and skin in the After Shave and Bump Preventer (which is really interesting...have never heard of such a thing!). Unlikely: Razor bumps are due to irritation from shaving and ingrown hairs. Rubbing alcohol can dry out the skin and irritate sensitive skin even more. Try a fresh blade, shaving in direction of hair growth, use a thin layer of shaving cream, and gently exfoliate periodically. Sometimes depilatories or laser hair removal & not shaving at all gives the best relief & prevention! ...Read more

ANy of above: The "bump" could be any of the things you mention, or other things as well. Without looking at the area and getting more history (like what STD may you have been exposed to — something like herpes that gives skin lesions...), then it is really impossible to diagnose.
