More info needed: It's difficult to judge potential causes from this description. If the "bumps" are superficial, genital warts might be the best bet; or just skin tags. He probably had a sebaceous cyst. Popping it was not a good idea. If it is not showing signs of healing, he should see a doctor to prevent it from getting infected.

If these are small and pearl like and not red, on a stalk or causing a problem, it appears you have normal anatomy.
