Fibrous Papule: A fibrous papule develops during late adolescence or early adult life on the nose, or less often, elsewhere on the face. It is a dome shaped shiny lesion 2-6 mm in diameter, sometimes bearing a central hair. Although it looks similar to a skin-coloured mole (dermal naevus), it is more firm in texture. It is harmless but persists unchanged lifelong. See your dermatologist for removal.

It could be nothing: That being said, it could be a basal cell carcinoma, although you are very young to have one. The nose is a common place for one to appear. You should see a dermatologist and have it removed/biopsied. Removal at this stage is generally the cure if it is a carcinoma. It is, however, at your age, most likely just a cyst of some kind.

It: It is possible that you have folliculitis or possibly impetigo which are common on the upper lip and around the nose. Treatment would typically be a topical antibiotic cream/ointment twice daily. Perhaps try polysporin (bacitracin and polymyxin) over the counter and see if that helps. If not, I would recommend you get evaluated by your doctor so appropriate treatment can be given.
