Left arm bumps: More information is needed to make even an educated guess. Are they red? Do they itch? Have they spread from a small area to the entire arm? Is only the left arm involved? Skin lesions are best evaluated by being seen by a doc. Your fp/pcp can examine the bumps after getting a good history & provide you with possibilities & treatment.
I noticed a bump on the outside of my upper left arm. It's about the size of a quarter. It's where fatty tissue is located on ones arm.?
Cyst or lipoma?: You didn't mention any pain so it's like likely to be an infectious process like cellulitis or abscess. Cysts & glands can often swell up as the pore gets clogged then resolve on their own w/o getting infected or causing pain. Lipoma is a benign (non-cancerous) fatty growth just under the skin. It rarely changes size. Best to go see your family doc for an exam & diagnosis.
Doctor can evaluate: Rashes are very difficult to describe in words, so an exam by a primary care doctor and/or a dermatologist is helpful, when the rash is present. Sometimes rashes occur from bug bites, fungus/yeast, reactions with chemicals, irritants, plants, allergens, etc... If one cannot go to the doctor, then taking a series of photos to show the doctor later is helpful.
An exam would tell: "bumps under the skin are not uncommon and are usually benign, or harmless to your health. Most commonly they are a type of cyst or fat deposit (lipoma). If the lump does not change in character or size and is not causing problems like pain you are likely not to fear. Contact Rash: Typically if you have a one sided specific area it may be related to something you have come in contact with. Make sure you see your primary doctor, and initially look for what may be coming in contact with that area. Also note if there is pus, or redness in the area. Other possibilities include viruses etc, but unlikely just to be in one area.

Did you have: Vaccines recently in that area? If so, it could be a small local reaction. If not, they could be sebaceous cysts or lipomas (benign fatty lumps). Either way, to be sure, I recommend you get them checked by your doctor.
