That could be several different things. Sometimes, if a patient shaves, then a hair follicle can get infected, this is called folliculitis. Another possibility is called Bartholin abscess, when the glands of the labia (the outer portion of the vagina) get infected. Other infections can also cause this such as staph. Please have a complete gynecological infection to get this checked. If you develop increased pain or fever then you must be seen as an emergency.

I have bumps that form on my vigina sometimes. The bumps are really big sometimes . When i pop them liquid puss nd blood come out. Is this normal?

These could be carbuncles and ultimately if frequent and numerous this could be a condition called hydradenitis suppurativa. Other conditions are Herpes or chancroid if you are sexually active. It is possible that these are "normal" bumps such as sebaceous hyperplasia, but I would recommend you see a dermatologist to be evaluated and diagnosed.
