Possibly: Red bumps in the back of the throat or "cobblestoning" are lymphoid patches and is a normal response of the immune system probably to post nasal drip from the sinuses +/- allergies. Most likely the bumps on the back of your tongue are actually specialized taste buds and are normal. Most people never notice them. ...Read more

Seen in throat: The lining (mucosa) of the pharynx is thrown into a series of folds by lymphoid & muscular tissue. The base of the tongue (where your question points) often has a nodular appearance due to the circumvallate papillae & the lingual tonsil.
