Wow! I'm impressed by how aware of your body you are to notice tiny bumps on your soft palate! My guess is they are minor salivary glands that are temporarily blocked forming tiny cysts, probably will go away by themselves. Also, kudos to not smoking and drinking!

How long has it been there? Is it growing rapidly or slowly? It could be a palatal torus, but without visualization, it is hard to say for sure. Have your dentist take a look.

May be due to trauma: It appears that the location of said mucocele is on your palate. Jabbing the toothbrush may have caused this. If this is new, it may resolve on it's own.
