Skin is being weird: I would get to a doctor with this right away. Especially with it leaving scars, you want to get to the bottom of what's going on, even if it's something as simple as acne. No: Usually dark spots corrector is used on dark pigments seen on the hands as women age. Because it is formulated for the spots or lentigos on the hands I would not use it on the face.
