Doubtful.: A rash probably is not a blood vessel unless you have a group of spider veins in that area which would give the appearance of spider legs. Ouch-it really hurts: External hemorrhoids are basically varicose-vein, and when thombosed (clotted) it sure can cause much pain in the _ _ _. Without seeing a pic: It is hard to know exacdtly. Often times when there is swelling around the ankles people develop something called venous stasis dermatitis. This is from the heme in the iron leaking out of the blood vessels and staining the skin. Usually these reddish areas coalesce and form bigger areas.
