Hematoma: Some of the blood apparently escaped from the vein into the surrounding tissue when blood was withdrawn for testing. Unlikely: There is no reason to think you would have a bacterial infection in your blood (septicemia, "blood poisoning") from a rib fracture you had a month ago. Stretch versus injur: A few possibilities. Swelling from th IV and bruising may have stretched the nerves to the skin in that area and as the swelling resolves the nerves will gradually recover and sensation restored but may take several or more weeks after swelling resolved.
