Infection in a cut: Over a joint can be serious. Liquid can be from bacteria or a raction ot a foreign body or can be joint fluid or may just be normal "ooze" from a wound that is open. So its not normal as it is cut and oozing. Sounds like it would help to get it looked at to make sure its not something that needs further attention.
