Your initial: Description sounds like an inflammation of skin hair follicles or a friction rash or, infrequently a contact type dermatitis (doubt), the fact that it stings suggests that there is some superficial skin breakdown. If the black "dots" brush or wash off easily and you wore a black bra it is just fibers from the bra. Wouldn't know what else would cause that without seeing. ...Read more

It depends: Sometimes the rash can be caused by an infection whether bacterial or fungal. Keeping it dry is important . Hair dryers after bathing and powders are generally recommended. Weight loss and even breast reduction surgery can be considered in severe cases.
