This Is a benign condition seen more during the winter (cold) The red dots combined with the livido suggest a vasculitic ( inflammation of the small vessel) this can be seen in viral infections ( self limited) or connective tissue diseases such as cryoglobulonemia or antiphospholipid syndrome.
