Usually no cause: A broken blood vessel can cause a bright red blood spot on the white portion of the eye that look bad. They are called subconjunctival hemorrhages. Yes: Subconjunctival hemorrhage is not uncommon in patients with high blood pressure. It is usually due to a ruptured small conjunctival blood vessel.
