I feel I have phlegm in the throat for 3 months, sputum occasionally, mostly in the morning. I had a blood stained sputum today, what could it be?

I get this recurring cough about 3 times a year. Always with phlegm, sometimes with blood (rarely). No other symptoms. I'm 21 and don't smoke.
Don't know cause.: Mix hot water, 1 tsp. lemon juice & 1 tsp. honey in a mug, then add more lemon juice or honey to taste, if desired.
