Unlikely: If there is "no flow" in the femoral artery, then presumably there are collateral ("bypass") vessels bringing blood to your leg if you are in a stable condition. However, having a cancer (such as lymphoma that i suspect your dad has) can elevate clotting risk all by itself. Prednisone in rcvp can elevate risk of clotting as well.
