Hard to say: Without actually seeing these lesions. I suspect they may be what are referred to as angiokeratomas. Do you mean scrotum instead of bladder? Consider seeing a dermatologist for a more accurate diagnosis. ...Read more

Might be ok: It would be hard to tell as always in this format, but some things that can cause bumps on the penis include genital warts, moles and even freckles (depending on what sun exposure you get). Either way the question could easily be answered by seeing a doctor and if the bumps were genital warts can be easily treated (and should be!). ...Read more

Get it diagnosed: Most likely you have a few lentigos; many of us guys do. You do want to have it seen by a competent physician for a proper diagnosis.
