Probably: It does sound like an ingrown toenail, which usually does involve infection. The corner of the nail grows into the skin edge and burrows in causing infection. If it is mild, you can sometimes keep the nail edge elevated out of the skin and it can grow past the area. If that does not work, probably would be good to be seen. ...Read more

So without: Scaring you, the black thing is hopefully just blood. If so, your going to have to wait for it to reach the end of the nail and then you would simply cut it.
