a few possibilities: Many people inherit them to some degree, but other times environmental factors such as lack of sleep or allergies of the eye/nasal sinus area can contribute. Getting better sleep and addressing whatever allergies that may have, both in the eyes and in the sinuses, may lessen the dark circles. My 2.5 yo has some redness under his eyes. Is that the same as those when older people have black under eyes?
Possibly: Redness under the eyes of a small child could be many issues. The most common would be allergies or any other source of eye irritation leading to chronic rubbing. This is different from the black under the eyes of adults. You should have the child evaluated for the cause of the redness/inflammation so it can be properly treated.

Cool soaks and rest: Dark circles occur when the blood vessels beneath the skin show through in those that have thinner skin in this area. Allergies can make this worse. Use allergy meds as needed and try cool soaks to the area. You can probably make it better, but not get rid of these entirely. This is genetic and not a disease.
See a physician: If there was a recent injury, please see an ER for x-rays. If this is something she has had for a long time, and it is purely cosmetic, and she (and you) could just accept it or see a dermatologist or cosmetic/aesthetic medicine specialist to see if anything could help. Good luck.

In the acquired types, birth control pill, hormone therapy, sun exposure are among the most common. I ophthalmology it is seen in pts receiving glaucoma drops called prostaglandin analogs (xalatan, lumigan, travatan).
Vitamin K Ointment: I have had limited success with a Vitamin K enriched moisturizing crème for blotchy skin. It helps stabilize the little blood vessels and moisturize the thin skin around the eyes. Get more sleep and try sunglasses to prevent sun damage to the skin around your eyes. Artificial tears might help, but avoid astringent products which can cause rebound engorgement of the blood vessels. See an EyeMD.

See ophthalmologist: This can be a sign of internal bleeding or even possible fungal infection. This needs to be evaluted. This could be life threatening.
