Probably a hematoma: Most likely a subungal hematoma do to micro trauma from an ill fit shoe. If it is the spot will move out as the nail grows out. It is highly unlikey that it is a melanoma since it appearing on the same toe on different feet.

Yes: Small hemorrhages under the thick skin on one's foot can present this way and "flake off" with time.

Dangerous?: Doesn't sound like it is especially if it is just marks and no symptoms, pain, fever, redness swelling or itching? Sure it was an insect bite? Trauma?: Do you remember any trauma to the toenail? A collection of blood underneath the toenail can also appear like this. The safest thing to do is to show this to your friendly dermatologist. While it would be rare of a 20 year old to have a melanoma, it does happen occasionally.
