Inflamation: Tiny disc protrusions do not often cause neck and shoulder pain. Inflamation of nerves and or muscles may be the culprit. Over use, misuse , posture, even sleeping position are common causes. Ice, nsaids such as alleve can be helpful. Address any postural stresses . Exercise, manual tx can help too. Yes: If you have 4 bulging discs in your neck they could cause all the symptoms you just described on both sides. If it was a c4 disc bulge that can also cause all the symptoms you just described. Lastly looking at your age, i would surprised to see a lot of pathology but it is possible. If this was related to a car accident, it could also be whiplash injury as well. ...Read more

More info: The MRI and CT you speak of were of the head. Did you have a neck imaging test?
Any pinched nerves come from the neck.
Scalp tingling is another separate issue. Need labs and more information.
