Trust ur (kid's) doc: Candibec appears to be a combination steroid cream available in the philippines. It only works if the rash is responsive to it. While it can suppress immune response to infection, it won't get rid of infection. So your pediatrician must have a good reason to recommend it rather than antifungal or other cream. If you can only use over the counter products and cannot go see a doctor, you will benefit from over the counter products with salicylic acid.
