Needs further eval: Many potential causes for arm/leg weakness. I assume you had MRI of the brain. Careful neuro exam needed, potentially MRI of cervical spine, EMG/NCV to assess muscle/nerve disorders, full laboratory panel of blood work and tests such as Lyme might be appropriate. Upper arm numbness can be related to the spine, but at the level of the neck.
Nerves exit the spinal canal through small holes. Arthritis in the bones of the neck can cause these holes to become smaller, thus possibly pinching the nerves as they exit. The pattern of numbness around the shoulders is much less common however.

Need a full physical: The most common cause would be hypoglycemia or low blood sugar. It could have something to do with your lower spine. Other less common cause would be narcolepsy with cataplexy.
