No: Unlikely. Tinnitus may be louder at different times and seems to get intense more you pay attention to it. Best treatment would be to learn to live with it and try to mask the noise but having some background noise like soft music

While there is some: Risk, that is the lowest doses of each. Unlikely to be serotonin syndrome with them cannot say in your particular case, but generally, both are prescribed together.

Many options.: I would start with a good once a day non steroidal ant-inflammatory such as indomethacin. Could increase either elavil or tramadol although there is a potential interaction between tramadol and effexor (venlafaxine). Gabapentin or pregabalin is an option. Sometimes a muscle relaxant such as methocarbamol or cyclobenzaprine is helpful.
