Your description of slight swelling and bruising with no pain would suggest no fracture, which is good. I would recommend taking it easy, however, providing elevation, a cold pack for 24 hours, followed by heat to aid in healing. Maybe tendonitis: Depending on how hard he hit the side of the pool when he was practicing he could have just bruised the top of his foot, he could have injured either a tendon or a nerve in that area or he could have a small stress fracture.
