Yes and no: Exercise can lead to weight loss, dramatic weight loss can lead to "saggy skin" as you put it. Yes and Maybe: It depends on the degree of sagging and quality of the skin. If the skin is hanging as in someone that has lots a lot of weight, or there is poor elasticity or stretch marks it may not resolve without surgery. However, you are young and that certainly helps. Sounds good already: Depending on your build and height, 156 lbs actually is good considering the current obesity in us. So if you are 5ft6 or 6ft7, you are just a few lbs above ideal, but remember that muscle is heavier than fat. Being plump and active is better than nl wt and a couch potato. Yes: you have done a great job protecting yourself but genetics still play a role and if CAD runs in your family you have probably decreased the risk significantly through your efforts but still may have some risk depending on your genes and lipid profile.
