Allergy : We would not try other nsaid's if you are allergic to the two. I would recommend tylenol (acetaminophen) as the next option. Several: I like to start with hypertonic nasal saline nose sprays to help reduce congestion without medications. Pseudoephedrine ok short time. OTC nasacort (triamcinolone) also good if allergies the cause.
