Unlikely: Sounds more like a folliculitis, which is inflammation or possible infection of hair follicles in the skin. My son gets diarrhea every time he eats any amount of apples, I'm inclined to think he has an intolerance, but have not heard of a reaction to just a few slices of an apple. He has seasonal allergies & chronic bumps on arms/legs look like pimples.
Intolerance: Rather than having an allergic reaction to Apple's, I believe that his intestinal tract doesn't tolerate the skin of the Apple which is insoluble. Try peeling the Apple before feeding it to him. Chronic bumps in his skin may need a dermatologist's evaluation to determine whether they're an allergic reaction to something internal or external. The differential is very large. Could be sun exposure. Could be contact dermatitis. I would follow up with your family physician or dermatologist and give a more detailed rendering. When did it happen? Was the child taking any medication at the time? Any travel history?

May not be allergy: You don't really describe the original rash and don't mention itching. You also have other issues. Miralax (polyethylene glycol) may cause abdominal pain and diarrhea. Try an anti-histamine such as fexofenadine (allegra) or Loratadine (claritin, alavert). I don't suggest Cetirizine (zyrtec) or Diphenhydramine (benadryl), because they may worsen constipation.
