Noticed that when I stop running, put hands to my side, & start walking my hands feel puffy, turn red & white dotted. Put hands over head to stop it.
May be normal: When you exercise, the blood vessels in your skin dilate to get rid of the heat generated by the muscle activity. The dilated blood vessels can cause puffiness. Angioedema: This sounds like angioedema and the swelling will gradually resolve over hours. You could try Benadryl (diphenhydramine). Stop any new medications just in case.
