In the recent past, we were seeing increased admissions to the nicu because of 'social' inductions.
The american college of obstetricians and gynecologists do not recommend inductions at less than 39 weeks unless there is a medical issue like high blood pressure, diabetes, etc.

38 weeks: You are right there is nothing really to do other than the obvious things you mentioned. Babies tend to come when they come. Call your OB: Almost all OB docs have an answering service. If no regular contractions and the discharge isn't gushes of water or trickles of water, you probably don't need to go in as being 3cm/80% and losing mucus plug doesn't necessarily equal labor. Still some time: With your first pregnancy, it is quite likely that you will carry to 40 wks or even later. 1 cm dilated means you've made some progress and your cervix is starting to soften, but the process to go into active labor can still be weeks away.
