Yes?: A pregnancy test will be positive if a woman is 2 weeks and 3 days pregnant. It would be much to early to see on an ultrasound. But a blood or even a home urine test would be positive. There can be false negatives on urine tests if a woman has been drinking a lot of water. GOw/ultrasound but..: At this early stage of pregnancy the ultra-sound is very accurate at predicting due date (edc) +/- 5-7 days . However '3 weeks pregnancy' is still too early to tell much so i would recommend another ultrasound in 3 weeks (@ 6 weeks to document fetal heart tones). The edc needs to be confirmed.
