Distance: What distance are you training for?? First you must have a good base.Then you must work up to this going slower at first and shorter distances and fewer repeats. A ladder is a good workout. Try cross training instead. Jogging, sprinting, jumping, etc. You want to encourage fast muscle contractions. Go to a track: The way I did it was: go t a track( stretch, warm-up etc.) then run a fast quarter, then jog a quarter( as slow as u want but don't walk) then run a quarter ( pretty much as fast as u can go), then jog and REPEAT! Tomorrow, try two blocks. Keep on going until you are walking a mile a day. When that becomes routine, extend it to a mile-and-a-half. When I workout on an elliptical, the machines always tell me my heart rate is around 200. Even When I'm not trying nearly at all. Why? And is it bad?
Trust your body : if you feel fine then don't worry. Besides, the machine may not be accurate. You can always get a more accurate heart rate monitor but honestly I tend to advise a young person like yourself against it as it has no bearing.
