Saline nose drops: Use saline nose drops in your child's nose and then suction the mucous with a bulb syringe to help with nasal congestion. Babies don't mind too much if their nose runs, but they get very fussy if they can't breathe through their noses! Use a cool mist humidifier. You should not give any over-the-counter cold medicine to a baby without a doctor's recommendation.

Viral infection: Monitor her symptoms, they may resolve within a couple of days as they may be from a virus. Give her other fluids, water, rice milk or soy milk until she drinks the milk again, it may be too thick and bothers her throat.

Sometimes: Kids get on average 10 colds/year. Sometimes they may just have gotten over one cold and then another starts especially if they're in daycare. If your child is running a fever or you're ever concerned he/she has been sick for too long then you should take him/her to his/her doctor, if nothing more than for your peace of mind.
Seldom needed: Although used for decades these meds have not been shown to shorten an illness & may increase the thickness of secretions making it harder to cough them out. Many kids felt a little more would help them & self medicated & ended up in emergency rooms. The aap & other groups discourage their use under 6. I have mixed feelings. Saline nasal wash is preferable for younger kids.

Keep your child hydrated by offering lots of fluids like water, pedialyte, diluted Gatorade. You can give acetaminophen for fever or discomfort. If symptoms longer than 10-14 days or fever longer than 5 days, see your doctor.
