Generally, PTSD is triggered only when you experience a trauma that is life threatening. So if the bullying is quite sever then yes, but otherwise, one might still experience some PTSD-like symptoms such as avoidance, isolation, and depression.

That is possible as : Ptsd can emanate from experiencing or witness life threatening or horrific events. Severity of situation, chronicity, person's closeness to situation are some factors to examine. Take care.
