I have got some bumps / sores below my penis head under the foreskin. i did not have sex with anyone for one year or so and before that i had the blood work all negative. dont know what it is? doctor said it may be syphllis or hsv2? but i doubt it?

I doubt it too...: While there is the possibility of HSV that has reactivated, it is also very possible this is a local strep infection just from irritation of area and/or inadequate hygiene. Would monitor and if spreads would have cultures done so you can know the exact identity of the source of the lesions.
