Doctor can check: A penis should be at its full size by then. If worried, a primary care doctor or urologist can check. Teens should get annual check-ups where they are examined head to toe, and any unusually small penis can be checked at that time. If a penis is unusually small, a pediatric endocrinologist can evaluate for hormonal problems. Penises should be at their full size by the end of high school.
