i get a cluster of bumps on my vagina that doesnt hurt nor does it scab up when they are healing. could it be herpes? could this come from clothing?

Sounds like herpes: "Clusters" of "bumps" that soon "scab up" and then heal almost certainluy is genital herpes. Clothing doesn't do this. Get professional care from a doctor with lots of experience with herpes, ideally within 1-2 days of a new outbreak. You need testing to determine HSV type 1 vs 2 (big differences in outbreak frequency, risk for partners, and need for treatment).
