Moderate chance: There is of course pain and discomfort after most operations, and Inguinal hernia repair is no exception. The pain however is typically well tolerated, and limited. With a laparoscopic approach, typical recovery times are a few days -2 weeks. With the open approach, 1-3 weeks. Both have their benefits and risks. See a general surgeon for a consultation to find out more. Hope this helps!

Surgery related: You are feeling pain from the manipulation of the spermatic cord, which carries the genitofemoral nerve. This nerve carries sensation from the scrotum and penis. The penis and scrotum aren't injured most likely, but the manipulation of the nerve is sending your brain a signal that is making it feel like they are. It should resolve over time. If severe, see your surgeon.
