Probably normal: The penis has sebaceous glands, glands that produce an oily lubricating substance that protects the delicate skin of penis. They are particularly noticeable when you stretch the skin of the penis. These pale, slightly lumpy bumps are a normal part of your anatomy. Don't try to remove them! If you still are concerned, check with your doctor to be sure you don't have genital warts.
